An EICR — an Electrical Installation Condition Report — is the written outcome of a qualified inspection of a property's fixed electrical installation: the wiring, the consumer unit, the sockets and anything permanently connected. In Scotland the Repairing Standard for privately rented housing requires a landlord to keep those installations in a reasonable state of repair and in proper working order, and to have electrical safety inspections carried out by a competent person. The EICR records that inspection, and is commonly renewed on a five-yearly cycle unless a report recommends sooner. Houston, Renfrewshire makes the point better than most places: a let in the 1780s cottage core along North Street or South Street and a let in the modern Craigends expansion are, electrically, two very different propositions. The report is how you find out which one you are dealing with, rather than assuming.

Yes, if it's a private let. The Repairing Standard requires a landlord to keep the installations for the supply of electricity in a reasonable state of repair and in proper working order, with safety inspections carried out by a competent person — and the EICR is what evidences that inspection.
The common renewal cycle is five years, though a report can call for an earlier re-check if it finds a reason to.
The scope is the same either way, but the work isn't. A cottage in the old village that has been altered over the years takes longer to work through than a recently built house at Craigends, and we allow for that when we quote.
